Introduction

The Public-Private Social Economy (PPSE) pillar redefines the purpose and structure of economic collaboration. It moves beyond the binary of state versus market, introducing a third model where public institutions, private enterprises, and civil society co-produce public value. PPSE is not a sector—it is a governance layer that integrates economic activity with social purpose, democratic accountability, and territorial equity.

Structural Function

PPSE functions as the economic interface of the PCGG framework. It enables governments, businesses, cooperatives, and nonprofits to jointly invest in and govern shared initiatives. These include social infrastructure, inclusive employment programs, ethical supply chains, and community-owned enterprises. PPSE provides the institutional architecture for these collaborations, ensuring that they are legally sound, financially viable, and socially accountable.

Through PPSE, economic development becomes a cooperative endeavor. It introduces mechanisms such as joint investment platforms, social procurement frameworks, and multi-stakeholder governance boards. These are not advisory bodies—they are decision-making entities with shared mandates and responsibilities.

Strategic Integration

PPSE is deeply integrated with the other pillars of PCGG. It works alongside SEP to ensure that economic policies are equity-driven. It supports LEU by providing the financial and institutional tools needed for local implementation. It collaborates with CUWE and CEIU to align labor and business interests around shared goals. And it draws on INWE to build the human capital required for a cooperative economy.

This integration is not incidental—it is foundational. PPSE ensures that economic activity is not isolated from governance, education, or social equity. It transforms the economy from a silo into a system.
